Greenhill Special School – possible consultation to move the school from the Rhiwbina site
The Council’s Labour administration are proposing to increase the size of Greenhill special school (Greenhill) by moving it to two new sites by September 2025, Ty Glas in Llanishen and the Dutch Garden centre site (by junction 30 of the M4), vacating its current site. The decision, made at the October 2021 Cabinet meeting, does not give any details of when the consultation will run. The Greenhill site has been the subject to speculation over many years. In October 2021 Adrian tabled a written question about the future of the site:
“Following the decision to consult on moving Greenhill Special School to a new site from its current site what plans do the Council have for the site should the school move? If there are currently no plans, when will the decision be made as what to do with the site?”
Reply from the Cabinet member for Education
“There are currently no plans for an alternative use of the existing site. If proposals to move the Special School are progressed, any plans for the existing site that may come forward would be considered following the completion of the new school site.”
Whilst the reply confirms that there are no current plans for the site, this is the first time that a decision has been made by the Council which does not secure Greenhill school on its current site.
As your local Councillors Jayne, Adrian and Oliver will keep a close watch for any sign of the consultation to move Greenhill from the education department.

A new Local Development plan for Cardiff is being formed. As part of this process, landowners are invited to submit site they own for consideration as a “strategic site” on the candidate site register. One of the Rhiwbina sites lists the Greenhill site as residential use

This is just an indication from the Council that an empty Greenhill site would be replaced with residential units, but there are no further details as to what this would entail.
We are advised by the planning department that the formal opportunity to comment on the candidate sites (including Greenhill) will be at the Replacement LDP Preferred Strategy stage in Autumn 2022 when the Council will also publish an initial assessment of the candidate sites that have been submitted.
